The Challenge: Fragmented Traffic Systems in a Growing Region
Prior to CV Sync, the Coachella Valley’s traffic signal infrastructure was a patchwork of legacy systems managed independently by 11 local jurisdictions. This siloed approach led to inconsistent signal timing, inefficient corridor coordination, and limited real-time responsiveness across the region—especially problematic during peak tourism seasons and large-scale events.
The region’s rapid growth and increasing vehicle volumes demanded a unified, future-ready solution capable of integrating diverse systems, enabling real-time data sharing, and supporting connected vehicle (CV) technologies.

CV Sync is a multi-phase, multi-jurisdictional initiative designed to modernize and synchronize over 370 traffic signals across 21 major corridors in the Coachella Valley. - Real-Time Signal Synchronization
Kinetic Mobility allows engineers to monitor and manage all their traffic signals in one place. This allows engineers to remotely optimize signal timing to maximize flow along key corridors. Advanced signal timing strategies like Traffic Responsive allow signal timings to be automatically adjusted in real-time. This is particularly effective in corridors like Highway 111 and Ramon Road, where synchronized signals can significantly reduce travel time and emissions.
- Connected Vehicle Infrastructure
Kinetic CV integrates with roadside units (RSUs), which supports the broadcast of SPaT and MAP messages. This enables connected vehicles to receive real-time signal status and intersection geometry, laying the groundwork for advanced V2X (vehicle-to-everything) applications.
- Data-Driven Decision Making
The platform aggregates data from sensors, cameras, and signal controllers to provide traffic engineers with actionable insights. Dashboards and analytics tools allow for performance monitoring, incident detection, and proactive maintenance planning.
- Inter-Jurisdictional C2C Coordination
A key achievement of CV Sync is the establishment of a unified traffic management framework across 11 cities. Kinetic Mobility was deployed at the regional traffic management center and at each of the local agencies. The various instances of Kinetic Mobility are interconnected using Kinetic Mobility’s C2C/Center to Center protocol. This enables centralized control from the regional center while preserving local agency autonomy, fostering collaboration without compromising operational independence.
- Interoperable Architecture

Future Phases and Vision
Phase II of CV Sync expands the program to additional corridors and includes the deployment of more advanced ITS elements, including adaptive signal control and expanded fiber-optic communications.
Furthermore, Phase III includes three corridors and 27 signalized intersections and connectivity to Tribal Nations facilities as well as to Acrisure Arena, the multi-purpose indoor venue in Palm Desert.
