Established by Western District following the 1994 Annual Meeting in Portland where the Oregon Section created an event at the annual meeting as an entertaining and fellowship-building competition between sections answering questions about the transportation profession (in a College Bowl or Jeopardy format).

The Traffic Bowl was renamed the William C. Kloos Traffic Bowl in 2009. William C. (Bill) Kloos was a Fellow member of the Institute of Transportation Engineers and held membership since 1973. Bill was an active supporter of the Oregon Section of ITE for 25 years and served as its President in 1991.

Bill contributed over 35 years to the transportation profession focused on transportation operations through his extensive work on traffic signal operation, systems, timing, management, and design with FHWA and the cities of San Antonio, Texas and Portland, Oregon providing sage advice to any interested engineer in the profession.

ITE recognizes recognizes William C. Kloos for his significant contributions and leadership and gratefully acknowledges his efforts in the betterment of the rewarding profession of transportation engineering.
